Scott County contracts with the Scott SWCD to administer the Earthworks Permit (EWP). Earthworks permits are required for most types of building permits within unincorporated areas of Scott County. ​

What is an Earthworks Permit?

An Earthworks Permit (EWP) is a permit that encompasses grading and erosion and sediment control requirements of a building permit. As a condition of these permits, SWCD staff conduct routine inspections to ensure compliance with the county ordinance. (​i.e. similar to a septic or a mechanical permit.)

Why are Earthworks Permits required?

An EWP is required for most construction sites to ensure that the site is in compliance with Chapter 6 of the Scott County Zoning Ordinance. The primary goal of the EWP is to protect natural resources and prevent offsite impacts.

What types of projects do not require an EWP?

Projects that do not need an Earthworks Permit include but are not limited to; above ground pools, solar panels, demolitions, etc.

What are the fees associated with the Earthworks Permit?

Projects where disturbance is within the shoreland and/or bluff overlay.  

  • Review Fee: $700 (Principal structure) $300 (Accessory permit)​

  • Escrow: $3,000 â€‹


 Projects where disturbances are outside of the shoreland and/or bluff overlay.

  • Review Fee: $300 (Principal structure) $200 (Accessory permit)

  • Escrow: $3,000

How does the EWP differ from 2025's Erosion and Sediment Control Plan, and how does it remain the same? 

All ESC inspections will remain the same along with enforcement inspections for noncompliance. The main difference is that the Earthworks permit is now separate from the building permit and can be issued prior to and remain open after the building permit.
